• Application is to be verified by the Administrative Division of the applicant. Application is to be sent directly to the Allotting Authority concerned.

Why should I change my password?

If you read my last column, I sincerely hope you’ve changed your password to a more secure one.
You might ask, quite correctly: “Why should I change my password? No one’s out to get me.”
The problem is that it’s not about you necessarily. Your account could just be one of many on some large, popular site. And you know what they say about the weakest link…
Many hackers just want access to as much account data (usernames, passwords, personal information) as possible. In this case, the individual doesn’t really matter. The hackers will try to get this information using what’s called a ‘brute-force attack’. They bombard a website with one password after another, until they find the correct combination.
In this situation, the more difficult your password is to guess, the better your chances are of not being hacked and losing control of personal and potentially-sensitive information.
Enable two-factor authentication
But using a password that’s difficult to crack isn’t the only way to protect yourself. Perhaps, the easiest way to do this is to enable two-factor authentication.
Two-factor authentication, or two-step verification, is offered by many sites nowadays, such as Gmail and Facebook to name just two.
To enable it, you just enter your mobile number to receive a one-time code, which you need to enter before you can login to your account.
You will normally get this code once a month, but you could also get it if you try to login from a different computer, or try to access a site from a different location, to where you normally access it from.
What makes a strong password?
Many experts say that the best passwords are a minimum of 16 characters long, containing uppercase letters, lowercase letters, numbers and symbols.
You should also avoid things like your name, common words, predictable phrases — in short anything that’s easy to guess.
There’s no denying that following this advice will definitely make for a strong password.
But when you’re advised to have a different password for each account, how will you possibly remember each one?
Password manager anyone?
Enter the password manager. These bits of software can change your life. The password manager will simply store all your difficult-to-hack passwords for you.
You can install a browser extension, and it will also auto-fill the correct password for the account you’re trying to log into. 1Password, LastPass and Dashlane are the best-known password managers out there.
What this means is that you can create a different, strong, unique password for each of your online accounts and never worry about forgetting them.
And you can download a desktop or mobile app for your password manager of choice, so that you always have access to your password at your fingertips.

Today(28.03.16), Com. R.N. Parashar Secretary General NFPE along with Com. D. Theagarajan Secretary General FNPO met with Shri V.B. Sudhakar, Member (Technology) and Shri Ashutosh Tripathi, Member (Personal) and apprised of the worst situation being faced by Postal Staff due to CBS.
After detailed discussion, the following remedial measures have been declared by the Department.

NO LETTER - NO LETTER BOX

NO LETTER   -   NO LETTER BOX  : Nearly 50000 letter boxes were removed  during  2010- 14.Letter writing or posting has become a thing of past. As a result red-coloured letter boxes are at risk of extinction. Postal department has confirmed that 40689 post boxes were removed from rural areas across the country during 2010 to 2014, while 62 letter boxes were removed from urban areas. A senior officer of AP Post Circle told that removal of letter boxes is continued ever since the private courier, email and SMS are in vogue. Private couriers have taken place of Indian Postal service. Postal services are used only for government postages.

CABINET APPROVES 6% HIKE IN DA FOR CENTRAL GOVT EMPLOYEES

NEW DELHI: Good news for central government employees. The Union Cabinet on Wednesday cleared a proposal to increase dearness allowance (DA) to 119% from 113%, which will potentially benefit over one crore government employees and pensioners. 
The proposal to increase DA by six percentage points was taken at a meeting by the Union Cabinet. 


DA is paid as proportion of the basic pay.

Earlier in April, the government had hiked DA by 6% to 113% of their basic pay with effect from January.

The proposed DA hike will take effect from July 1. As per the agreed formula, the DA rate increase is an average of 12-month consumer price index-industrial workers from July 1, 2014 to June 30, 2015

PAY COMMISSION AWARD TO GET CABINET NOD IN JUNE: PMO

New Delhi: The Seventh pay commission award for central government employees will be placed for cabinet’s nod in June after the completion of Tamil Nadu, West Bengal, Assam, Kerala and Puducherry states assemblies’ poll process, the Prime Minister’s office (PMO) official said on Thursday.
Prime Minister Narendra Modi and Finance Minister Arun Jaitley work hard to implement Pay Commission Award success.
The proposal is almost ready to be recommended by the Empowered Committee of Secretaries on the Seventh pay commission recommendation, according to the PMO official.

There were some disputes among the central government employees’ bodies about the Pay Commission recommendations, which are under consideration of secretaries committee.

Following the context, the finance ministry sent an interim report on the proposed pay structure, including the disputes surrounding it, to the PMO.

PMO sent it back to the ministry with instruction to address the genuine concerns raised by stakeholders and accommodate their demands as much as possible. After these processes, it will be sent to the cabinet in June, the official said.

Although, there is indication that the Empowered Committee is also positively mulling the demand of central government employees for hiking the minimum pay, which was recommended very low by the Seventh pay commission and removing anomalies of Seventh pay commission recommendations like scrapping of advances, allowances.

It is likely to take another 45 to 60 days to settle the issue, in the main time, the model code of conduct, which is currently in place for five states assemblies’ poll, which will end May 21, so,that’s the right time to implement the Seventh pay commission award in June, according to the official.

This means although the new pay structure is to be in place since July 1, the central government employees may start drawing the increased salaries from January with arrears of the previous six months. But the House Rent Allowance (HRA) will be paid from the date of the Seventh pay commission award implementation.

The Seventh Pay Commission headed by Justice A K Mathur recommended the minimum basic pay of central government employees is Rs 18,000 per month while the maximum is Rs 2.25 lakh per month, its increased the pay gap between the minimum and maximum from existing 1:12 to 1: 13.8.

“All pay commissions made up pay gap between employees and higher officers from second Pay Commission 1:41 ratio to Sixth pay commission 1:12, except it,” said the official.

In a move that will hit the common man, the government on 18/03/2016 Friday slashed interest rates payable on small savings including PPF and Kisan Vikas Patra in a bid to align them closer to market rates.
  1. As a part of its February 16, 2016 decision to revise interest rates on small savings every quarter, the interest rate on Public Provident Fund scheme will be cut to 8.1 per cent for the period April 1 to June 30, from 8.7 per cent, at present.
  2. Similarly, the interest rate on KVP will be cut to 7.8 per cent from 8.7 per cent, according to a Finance Ministry order.
  3. While the interest rate on Post Office savings has been retained at 4 per cent, the same for term deposits of one to five years has been cut.
  4. The popular five-year National Savings Certificates will earn an interest rate of 8.1 per cent from April 1 as against 8.5 per cent, at present.
  5. A five-year Monthly Income Account will fetch 7.8 per cent as opposed to 8.4 per cent now. Girl-child saving scheme, Sukanya Samriddhi Account will see interest rate of 8.6 per cent as against 9.2 per cent.
  6. Senior citizen savings scheme of five-year would earn 8.6 per cent interest compared with 9.3 per cent.
  7. Post Office term deposits of one, two and three years command an interest rate of 8.4 per cent but from April 1, a one-year time deposit will get 7.1 per cent, two-year time deposit will earn 7.2 per cent and three-year time deposit will attract interest of 7.4 per cent.
  8. Five-year time deposit will fetch 7.9 per cent interest in the first quarter as against 8.5 per cent while the same on five-year recurring deposit has been slashed to 7.4 per cent from 8.4 per cent.
“On the basis of the decisions of the government, interest rates for small savings schemes are to be notified on quarterly basis,” the order said announcing the rates for the first quarter of fiscal 2016-17. The government had on February 16, 2016 announced moving small saving interest rates closer to market rates. On that day, rates on short-term post office deposits was cut by 0.25 per cent but long-term instruments such as MIS, PPF, senior citizen and girl child schemes were left untouched.

Pay Commission notification to be issued after states polls

New Delhi: The notification to put into effect the Seventh pay commission recommendation will be issued after the completion of states assemblies’ poll process as the model code of conduct is currently in place, sources of Finance Ministry said on Wednesday.

The assemblies’ election of Tamil Nadu, West Bengal, Assam, Kerala and Puducherry states, which will be held from April 4 to May 16 and the counting of votes in the states will take place on May 19 but the model code of conduct will remain in place till May 21.

So, it is believed that the government will announce Seventh pay commission award after the end of model code of conduct of states assemblies election.

The government doesn’t want to give any chance to the Opposition to deter its image in the polls and hence, sources, said that the announcement of the dates of the the model code of conduct of states polls seems to be the cut-off point for notification of the Seventh pay commission award.

The Seventh pay commission recommendations will benefit 48 lakh central government employees and 52 lakh pensioners including dependents.

“The BJP led central government decided execution time of the pay commission’s proposals in April but the Empowered Committee of Secretaries headed by cabinet Secretary can’t sort out some anomalies of Seventh pay commission recommendations like scrapping of advances, allowances and minimum pay before declaration of states Assemblies polls,” sources said.

Sources also said the Implementation cell of the Empowered Committee of Secretaries for the Seventh pay commission recommendation in Finance Ministry works hard to send a summary of the pay commission implementation to PMO for its nod. After PMO’s nod, it would be placed before the cabinet for its nod through cabinet secretary.

Sources said the Seventh Pay Commission recommendations implementation notification will be issued in June, after cabinet nod.

The Seventh Pay Commission was set up by the UPA government in February 2014, The Commission headed by Justice A K Mathur submitted its 900-page final report to Finance Minister Arun Jaitley on February 19, recommending 23.55 per cent hike in salaries and allowances of Central government employees and pensioners.

The panel recommended a 14.27 per cent increase in basic pay, the lowest in 70 years. The previous 6th Pay Commission had recommended a 20 per cent hike, which the government doubled while implementing it in 2008.

The Seventh pay commission recommended fixing the highest basic salary at Rs 250,000 and the lowest at Rs 18,000and its increased the pay gap between the minimum and maximum from existing 1:12 to 1: 13.8

The government constitutes the Pay Commission almost every 10 years to revise the pay scale of its employees and pensioners, often these are adopted by states after some modifications. However, the Seventh Pay Commission suggested to discontinue the practice of appointing pay commissions in future.

Rs 70,000 crore FOR 7THE cpc

NEW DELHI: As much as Rs 70,000 crore has been provisioned in the Union Budget 2016-17 for implementation of Seventh Pay Commission for government employees, a top finance ministry official said.
While the Budget did not provide an explicit overall provision number, the government had said the 7th Pay Commission hike has been built in as interim allocation for different ministries and Budget numbers were credible.
Implementation of the pay commission report in toto is to cost the government Rs 1.02 lakh crore.

"We have provisioned for around 60-70 per cent of the total burden that was talked about," the official said adding about Rs 70,000 crore has been provided in the Budget.

"We will wait to see the report of the Committee of Secretaries on the 7th Pay Commission and decide if we need further allocation," he said.

The Budget document states that "the implementation of the Seventh Pay Commission due from January 1, 2016 is to be implemented during 2016-17 fiscal as also the revised One Rank One Pension (OROP)scheme for Defence services."

The finance ministry has provisioned for this in the Demands for Grants for individual departments and ministries. It is built into and subsumed into those allocations.

"No one actually knows what will be the actual burden on the exchequer for the implementation of Pay commission recommendation. We have calculated internally and allocated to various ministries and departments accordingly," the official said.

The government in January set up a high-powered panel headed by Cabinet Secretary P K Sinha to process the recommendations of the 7th Pay Commission which will have bearing on the remuneration of 47 lakh central government employees and 52 lakh pensioners.

The Empowered Committee of Secretaries will function as a Screening Committee to process the recommendations with regard to all relevant factors of the Commission in an expeditious detailed and holistic fashion.

The official further said the finance ministry has fully provided for OROP scheme for defence personnel.

Taking into consideration the request of the Cabinet Secretary to give more time to Govt. to arrive at conclusions on the Charter of demands raised by Staff side and also the situation in the aftermath of the coming into effect the Election Code of Conduct NJCA meeting held on 7th March decided to defer the date of commencement of indefinite strike to 11th July 2016 and to serve strike notice on 9th June 2016.

Detailed mobilisation programme will be announced later.
