Please refer to Ministry of Finance, Department of Expenditure OM No. 11(5)/2008-E.II (B) Dated 29th August, 2008 on “Special (Duty) Allowance for civilian employees of the Central Government serving in the North Eastern Region” that ended the discrimination hitherto existed in respect of Special (Duty) Allowance  by granting 12.5% for all   AAA   Also please refer to Para 8.17.118 of 7th CPC Report creating fresh discrimination in respect of SDA amongst AIS officers and other central government employees by enhancing SDA to 30% for AIS officers while reducing it to 10% for others  AAA    Discrimination not acceptable at all   AAA   Also please refer to Para 8.10.63 of 7th CPC Report stating “Tough Location Allowance will, however, not be admissible along with Special Duty Allowance”  AAA   7th CPC recommended to snatch away ‘Special Compensatory (RL) Allowance and Special Compensatory (Hill Areas) Allowance now subsumed as Tough Location Allowance’ hitherto enjoyed by the central government employees of NER since pre-independence period  AAA  Deprivation totally unreasonable AAA GDS employees are yet to be granted SDA, SC(RL)A and SC(HA)A  AAA  Employees have become restive  AAA  Please refer to  the Memorandum submitted by NFPE Circle and Divisional Unions on 18.10.2016 to the Chairman, Allowance Committee  AAA 

End discrimination  AAA  Grant SDA @ 30% to all central government employees serving in the North Eastern Region irrespective of transfer liabilities and status  AAA  Grant  SDA,  SC(RL)A  and SC(HA)A simultaneously  AAA  Ensure granting of   SDA,  SC(RL)A  and SC(HA)A   AAA  Maintain peace and tranquility in the Central Government offices in the North Eastern Region  AAA
