Agenda = CBS pre migration and post migration issues faced by the staffs
ð
Exceptionally
all Branch Secretary were attended for the issue of CBS of their branches.

the migrated offices specially Single Handed Sub Offices are facing very much
problems
ð
Now
a days a common issue “ already log in”
ð

wise CPC segregation for smooth functioning of the CBS offices under each
Division
ð
Till
then a separate user id should be created for SB dealing Assistant of Division
Office so that he/she can support the officials , (at least already log in
issue)
ð
Separate
set of PC should be supplied to the single handed Sub Offices for smooth functioning
of the Offices. With the help of Two computers SPM will definitely perform
their duty well, If needed SPM can utilize the service of GDS/ED of the office
ð
Laser
printer is a must need of CBS offices and Passbook printer must be supplied to
all offices. Branch Secretaries are requested to send the list of offices having
printer issues of their branch.

Training
must be given before migration
ð
HHS
should be given minimum 7 days.

Sign of report is now signed by the SPM only
without knowing anything. The members of the meeting discussed it and did not agree
to pour the all responsibility upon the SPM. The format of sign off report
should be changed. SPM’s sign off report should be counter signed by APM SOSB,
Supervisor SBCO and concerned SDIPO.

It
is clarified by the competent members that data migration can be done in day
time also. System mangers dealing with migration works can transmit data in day
time. No need to stay in night if the task starts in right time (From 8 A.M. onwards).

It is decided by all the members attending in this meeting to
prepare a strong memorandum including all the above issues and meet the Circle Head within the next week
( before 03.10.2015). The memorandum should consist a warning to resolve the
post migration issues of the already migrated offices first and then start new
migration. Otherwise Union will be bound to step forward in own way to protest
this.
Swachh Bharat Mission program
PROGRAM FOR SWACHH BHARAT MISSION IN DEPARTMENT OF POSTS
1. 25th to 27th Sept 2015- Special cleanliness drive for all Departmental Post Office and administrative office buildings.
2. 28th to 30th September 2015- Special cleanliness drive for all Departmental Post Office and administrative office campuses.
3. 1st to 5th October 2015- Special cleanliness drive for all Branch Post Offices.
4. 6th to 10th October 2015- Weeding out of old record, unserviceable items as well as carrying out minor maintenance of departmental buildings.
5. 11th October 2015- Special cleanliness drive organized by all Postal employees and officers to clean public places in the immediate vicinity of Post Offices; attempt should be made to involve local self Government bodies and district administration.
7CPC ::CNN IBN report
The government constitutes the Pay Commission almost every 10
years to revise the pay scale of its employees and often these are adopted by
states after some modifications. As part of the exercise, the Commission holds
discussions with various stakeholders, including organisations, federations,
groups representing civil employees as well as Defense services.
The 7th Pay Commission is ready with its report and is
expected to hand over the recommendations to the Central Government any time
now. The Department of Personnel and Training will examine the recommendations
and consult the Finance Ministry on them. After which the recommendations will
be implemented from January 1, 2016.
We have information from reliable sources, which if true, will
make the Central Government employees happy. The Seventh Pay Commission is
likely to recommend a substantial pay hike which could be up to 30% or even
more, said sources on Thursday.
There will be 5 to 6% performance-based increment every year
and those who are under-performing could retire by 55 years of age or after 30
years of service, added sources. House Rent Allowance could also be hiked by
10% to 30%.
The Commission, whose recommendations may also have a bearing
on the salaries of the state government staff, was given more time by the Union
Cabinet just a day before its original 18-month term was to end. Headed by
Justice AK Mathur, the Commission was appointed by the previous UPA government
in February 2014.

Circle Secretaries / Divisional and Branch Secretaries of NFPE, FNPO
& GDS Unions.
Comrades,
The Postal Joint Council of Action comprising NFPE, FNPO, AIPE Union GDS (NFPE) & NUGDS has viewed with grave concern, the total negative attitude of the Central Government towards the genuine demands of the Postal employees which includes the revision of wages and service condition of the Gramin Dak Sevaks by 7thCPC, implementation of Cadre Restructuring Agreement and filling up of all vacant posts in all cadres of Department of Posts.
As the 7th CPC may submit its report any time before 31st December,2015 , delay in settling the above demands will result in denial of justice to 5.5 lakhs Postal Employees .
In view of the above serious situation the PJCA unanimously decided to revive the postponed indefinite strike of May 6th and to commence the indefinite strike from 23rd November, 2015, the date from which JCM National Council Staff Side is going on indefinite strike. It is further decided that in case the JCM Staff Side change their decision the PJCA will go on strike from 23d November,2015 itself for the following demands:
(i)Include GDS in 7th CPC for wage revision and other service related matters.
(ii)Implement cadre Restructuring proposals in all cadres including Postal Accounts and MMS in Department of Posts
(iii)Fill up all vacant posts in all cadres of Department of Posts(i.e. PA,SA, Postmen, Mail Guard, Mail Man, GDS Mail Man, MMS Driver & other staff in MMS, PA CO, PA SBCO , PO Accounts & Civil Wing Staff)
