Regarding various issues of CBS offices

1.
Odd timing of migration: It is becoming a common
thing that the System Mangers and the in charge of the respective offices have
to work without sleep whole night during the data migration without any extra
allowances. Why the data migration activities not done on day time and during
office hours. The migration process should be done during office hours and no
officials should be harassed beyond duty hours in the name of CBS.
2. Proper training: “End Users Training” of
the staff of the CBS offices is a must need before go live of CBS. But it has
been noticed that our Post offices are migrated without pre training of the
staff. You are requested please ensure this training so that our staff can
perform their duty perfectly and confidently. The training of the Agents
under the respective offices is also very much necessary for a better
performance in the new system.
3. Hand holding support: CBS is a complete new concept for DOP staff.
So Hand holding support should be minimum 7 days from the go live day so that
practical issues faced by the staff of CBS offices can be easily solved in the
new environment.
4. Printer issue: Since the list of transactions and the
daily reports have to be submitted to the account office on a daily basis and
the Passbooks of the customers are to be updated at the time of transaction,
hence the necessity of Passbook Printer and Laser Printer is felt to the
utmost. But in most of the offices under this branch are running without
Passbook printer and Laser Printer (in CBS offices). As a result Postmaster or
counter PA has to prepare these lists and reports manually which is a burden on
them as it takes time. It is not tolerable at all.(list is enclosed)
5. AMC: Selection of AMC for the proper functioning of the
computers and its peripherals should be conducted on time. Without the support
of AMC offices are facing lots of troubles whenever any system related issue
occurs. The Jorhat HO and its sub offices are running without any AMC for last
1 year and our staffs are suffering for the ignorance of the administration.
6. Internet connectivity: It is not necessary to
mention that (the third party) Sify connectivity of the offices is very poor. It
is well known to you that due to frequent inaccessibility of Finacle our staffs
are suffering and we are loosing the faith of our esteemed customer. Without
the proper and stable net connectivity the CBS works cannot be done. But our
higher authority always seems to ignore these issues.
7. Issue regarding EOD: It is commonly noticed factor
that the offices are not able to complete the EOD of their respective offices
due to pending verification of others. As a result of this some of the
officials are compelled to work till late nights without any extra allowances,
which is not justice. And at present our authority is doing this injustice upon
the staffs. Our question is why officials should have to suffer for others
faults. If required change the procedure of CBS and arrange to make EOD
independently by the offices or make it centrally without hampering the time
scheduled for the offices.
8. Server issue: The central server always creates lot
problems in proper functioning of CBS works.
a. Non accessibility of server: Frequent non accessibility
of the Finacle is becoming a great headache of the counter officials as she/he
has to reply the various customers helplessly. Due to this reason now a days
most of the customers returned back unsatisfactorily and Post offices are
gradually loosing the faith of the esteemed customers which we treat like God.
b.
Malfunctioning of Finacle
menu:
Nonfunctioning of CCRC and CMRC menu which leads to inability of creation of
new CIF and modification and verification of existing CIF. Improper functioning
of NSC/KVP issue menu which sometimes leads to non-funding of new account.
c.
Creation of new accounts (MIS/TD/NSC/KVP) occurs even if there is no
sufficient balance in the respective SB accounts. Proper error should be
reflected during the time of account opening if there is no sufficient balance
in SB.
9. Pre Migration Inspection: An inspection/verification
by the IPOs/ASPOs should be practiced before nominating the names of the post
offices for CBS. Issue of network connectivity should also include in this
verification. After receiving the OK report from the concerned IPOs /ASPOs the
final migration should be done. Forced
migration will create disruption in CBS works in future.

The
authority is not considering the issues and problems faced by the grassroots workers,
but they do not forget to give various business targets. Administration wants
works on time without any infrastructure.
Just imagine the situation of a SPM of a single handed office. The SPM has to
work in all robust modules along with all the Meghdoot modules of our Department.
I request you to discuss these matters with the authority and help our members
by giving them a good working environment.We demand first resolve the issues facing by the already
migrated offices; then after start migration of new offices. Hope you will ensure
this.
